Raising Questions: Gettysburg Rising’s Confederate Flag Forum

On March 3, Gettysburg Rising–a group that encourages civic engagement by sharing information–hosted a forum on the Confederate flag. It drew a modest, yet eager crowd. The goal of the event was to create an opportunity for people to come together and share their thoughts and feelings about the flag. After Professor David Hadley delivered a brief history of the flag, the attendees took the mic.

One of the big themes during the ensuing discussion was time and place. While everyone disagreed on the specific circumstances, all agreed that the flag’s display was appropriate in some situations and unacceptable in others. Flags in museums were universally accepted by the group, as museums present a controlled setting where the history can be shared via accompanying informational plaques. On the other side, the flag’s use by white supremacist groups was deemed always inappropriate and offensive. When carried by these groups, there was no mistaking the flag’s message of hate. Everything in between – reenactments, historical sites, private property, merchandise – fell into different categories of acceptability for each person.

The question of whether the flag could be separated from Confederate ideals was also discussed. Anyone who reads the Articles of Secession must admit that slavery was a central factor in causing the Civil War. That’s not to say that individual Confederates weren’t fighting for other reasons, but the Confederacy itself was dedicated to slavery. As a symbol of the Confederacy, the flag necessarily championed slavery. However, many people in the room questioned whether the flag could be dissociated from the Confederacy and therefore from slavery. Take the case of using the flag to honor a dead Confederate ancestor: that ancestor is not the larger Confederacy, and the living relative is evoking a sense of personal history, not advocating for slavery. The group grappled with the question of whether the flag could be dissociated from slavery in this instance, or if the full sense of the flag’s symbolism must always be present.

When asked for suggestions on how the flag controversy could be solved, the room seemed to largely agree on the same tactics. The first proposal was that people needed a better education on the flag’s history. It’s hard to understand the full significance of something without knowing its background. The second proposal was societal shunning. The group also largely agreed that the government should not be involved in deciding when or where the flag is displayed. The public should thus decide when it is appropriate and essentially, perhaps relying on peer pressure and boycotting to keep people from using the flag inappropriately. It would be like society’s shunning of the N-word; although it is still used in some instances, that word has become mostly unacceptable in our world.

The most significant idea shared that night, however, was the importance of listening. When Professor Scott Hancock took a turn speaking, he explained how important it was to talk to each other about the flag. Although Professor Hancock’s research has led him to certain conclusions and opinions, he still actively seeks out other people’s thoughts. It’s important to listen to everyone’s views, even if those views go against your own, because this is the only way to truly understand the full meaning of the flag. Understanding is key to moving forward together in the flag controversy.

In the spirit of understanding, which was the motivating goal behind the forum, I hope that any of you that feel comfortable will use this post as an opportunity to share your own thoughts. I do want to set a few ground rules, though. Be respectful, no profanity, and no personal attacks. Also, this is a conversation, not a debate. You aren’t trying to prove each other right or wrong, simply exploring different thoughts on the flag. Here are some questions to get you started, but by no means do you have to answer all or any of them.

  • When and where do you think displaying the flag is appropriate?
    • Reenactments? Battlefields? Cemeteries?
  • What are your thoughts of Confederate flag merchandise?
  • What thoughts pop into your head when you see a Confederate flag?
  • Can the flag be separated from the Confederate Cause in some situations?
  • Any ideas of how we can move forward together on the controversy surrounding the Confederate flag?

A City Divided: Cosmo Mackenzie and Baltimore on the Eve of Civil War

Baltimore was a city of 215,000 inhabitants on the eve of the Civil War: 215,000 souls who would soon be torn by conflicting loyalties. One of these individuals, Cosmo Mackenzie, sat down on the evening of April 12, 1861, to write a letter to his brother, Collin. Despite the rainfall all day in Baltimore, Cosmo proclaimed “the war has opened at last and all is excitement here.” Throughout the city, Baltimoreans found themselves choosing between their identities as citizens of the Union and supporters of a Southern, slave-based society.

Not only Baltimore, but the entirety of Maryland found itself divided between Northern and Southern sympathies. George William Brown, the Mayor of Baltimore at the time stated that “Her [Maryland’s] loyalties were divided between the North and the South, with a decided preponderance on the Southern side.” But in which category did Cosmo belong? The fervently pro-Secessionist letterhead atop the paper seems to indicate the latter. The wording of the letter itself, however, may suggest otherwise. “I send you on this a sample of the ‘Secession Flag’ – you will see it looks a little like our Star Spangled Banner”.  An ardent secessionist would not include the possessive “our” in mentioning the American flag. However, when one looks a little further into the letter, we see that Cosmo Mackenzie seemed angered by the fact that the bombardment of Fort Sumter happened at all. “Had Lincoln taken the advice of General Scott all this would have been prevented,” Mackenzie declares in reference to the advice offered that the installation be left to Confederate forces. Cosmo’s misgivings towards Lincoln were far from unique in Maryland: 2,294 out of 92,502 total votes – just shy of 2.5% — were cast for Lincoln in the state. The Corwin Amendment: The Last Last-Minute Attempt to Save the Union

At around 5:20AM on March 4, 1861—Inauguration Day—the Senate voted 24-12 to pass a proposed amendment to the Constitution that would permanently preserve slavery in the states where it currently existed. If successfully ratified, it would become the 13th Amendment to the United States Constitution—and hopefully avert the secession crisis and the impending Civil War. However, only six states had ratified the amendment by early 1862, and the amendment died soon after. The last attempt to stop the Civil War, an attempt which had been in the works since shortly after the presidential election, had failed.

Two potential reasons for its failure were the speed with which the secession movement acted and the inability of Southern moderates to realize the threat the movement posed. In the almost immediate aftermath of Lincoln’s election as president in 1860, the secession movement was rapidly gaining steam in the Deep South. Just days after the election, South Carolina’s state legislature called for a state convention. A month later, South Carolinians elected delegates to the convention, and two weeks later—on December 20th—South Carolina seceded from the Union. Many Northerners—convinced most of the pro-Secession voters were being brainwashed by radical politicians—did not take this movement seriously at first and Republicans in particular saw no need to do anything about it, least of all compromise.

Let’s Talk About Secession

Texit and Calexit—catchy names that have been trending lately over states deciding they don’t want to be a part of the United States. Secession movements are not unique to today. The most famous act of secession involved the eleven states that would form the Confederate States of America, but even at the founding of the United States there were rumors that some states were going to secede and the country would become four different regional confederacies.

The legality of secession has been debated since the signing of the Declaration of Independence. When the United States was still under the Articles of Confederation, there were rumors that the United States would break up into multiple confederacies that could govern with more sovereignty than Congress could under the Articles. The move from the Articles to the Constitution was hotly debated. Some, like Judge St. George Tucker in 1803, argued that abandoning the Articles was the same as seceding from them. Therefore, according to Tucker, there was legal precedent for future secession.

Washington Brotherhood: A Talk with Rachel Shelden

Over the course of this year, we’ll be interviewing some of the speakers from the upcoming 2017 CWI conference about their talks. Today we are speaking with Dr. Rachel Shelden, Assistant Professor of American History at the University of Oklahoma.  Dr. Shelden specializes in the long nineteenth century. Her research and teaching interests include slavery and abolition, the Civil War, the U.S. South, and political and constitutional history. She is the author of Washington Brotherhood: Politics, Social Life, & the Coming of the Civil War (UNC Press, 2013), which received honorable mention for the Wiley-Silver Prize for the best first book on the American Civil War. Dr. Shelden is also co-editor, with Gary Gallagher, of A Political Nation: New Directions in Mid-Nineteenth-Century American Political History (University of Virginia Press, 2012). Her current project explores how judicial ethics influenced Supreme Court decisions and federal governance in the nineteenth century, particularly in cases of race, gender, and class.

CWI: What role did social politics play in antebellum political life in Washington, D.C.?

SHELDEN: The social life of congressmen and other members of the federal government was critically tied to politicking in antebellum Washington, D.C. Politicians who came to the capital city were expected to participate in the vibrant social life of Washington, attending parties, balls, and dinners, calling on (paying respects to) neighbors and other political actors, and generally engaging with the most prominent city residents. These politicians also typically lived with men from across the political and geographical spectrum, making bi-partisan and cross-sectional social life a critical part of the daily experience in Washington. Partially as a result of these social experiences and partially because of the difficult nature of hammering out policy in the public spaces of the Capitol, congressional business often happened in social settings rather than official political ones.

An End to Slavery in the Confederacy: One of the Civil War’s Greatest "What-Ifs"

A few weeks ago one of our readers posted a comment on one of our blog posts asking for a “best guess” as to when slavery would have ended in the South had the Confederacy been successful in winning its independence. There is, of course, no easy answer to this question, as counter-factual history is just that: not factual. However, the question is an important one that deserves attention and at the very least can be used to explore some ways in which slavery can be contextualized in the Civil War era.

The Confederacy was founded on the idea of preserving the institution of slavery. The short-lived nation’s need for slavery was economic as well as social. Economically, the South depended on an agrarian economy driven chiefly by cotton production. Cotton, a very labor-intensive crop, required large labor forces to produce. Consequently, profit margins depended on decreasing the cost of labor. Therefore, cotton’s profitability–and thus the economy of the South–benefited immensely from slavery. A change in the workforce would have severely disrupted the status quo. Poor Southerners, who may not have owned slaves, also saw the economic trickle-down effects of slavery: wealthy planters required food, tools, and other goods to keep the system of slavery running, and of these supplies would be supplied by yeomen farmers and craftsmen. As a result, many white Southerners who were neither wealthy nor owned slaves were also economically invested in the institution of slavery.

Baltimore on the Border: The Occupation

Though Baltimore and Maryland were preserved for the Union, it was a victory won at gunpoint. Historian Harry Ezratty describes one occasion when Governor Dix, Butler’s successor in the Middle Department, demonstrated “a genuine display of gentlemanly tactfulness” and Victorian cunning when he invited overly influential local ladies to discuss matters of the occupation. According to his memoirs, he then pointed to a gun stationed at Fort McHenry and diplomatically asked his guests where it was directed. They observed that it was pointed to Battle Monument Square: a site of local importance commemorating the War of 1812. He promised them that if they stopped sowing the seeds of insurrection, there would be no more trouble. Otherwise, “that gun is the first that I shall fire.”

“Lincoln: The Uncertain President”

Many historians who study the United States share a passion for studying Abraham Lincoln’s intricacies and complexities. One of those historians is none other than Dr. Allen Guelzo. Dr. Guelzo has given many lectures on Lincoln, the most noteworthy of which is his four-part lecture series on the President’s life. On January 28, 2014, Dr. Guelzo presented a lecture in Gettysburg College’s Kline Theatre called “Lincoln: The Uncertain President”. The lecture was primarily focused on Lincoln’s rise to power, starting with his debates with Stephen Douglas to the issuing of the Emancipation Proclamation. Dr. Guelzo’s main theme throughout the lecture was showing how Lincoln, during the early years of the Civil War, was confronted with a situation that no president had ever dealt with before. Lincoln was new to the presidency and a war of secession was new to the country.
